Discord compression actually makes the video experience worse at higher resolutions, so often times streaming at 720 or 480 gives a better experience than 1080. The project is written in the C# language, it supports quick thumb-nailing for videos and photos, Meta-data processor, and fast video. Any decent streaming service with big enough library would be fine.
